Jim Cooney founded J. Cooney Ltd in 1986; prior to this, he worked for various Civil Engineering Contractors starting in 1967 on the tools, rising to become a Site Foreman and eventually onto senior management positions at Director level.
Utilising his extensive knowledge and skills to the maximum, he carries out the role of Project Manager, overseeing all site activity. He is on hand at all times to help and guide our site operatives and management staff in solving any issues or problems they may encounter. Maintaining these standards ensures that schemes are delivered on time, on budget and to the high standard the client expects.

James Cooney has been with the Company since 2000.
James has extensive experience in Minor Civil Engineering Projects and Highway Maintenance. He carries out the role of Contracts Director in the company, and is responsible for the day to day operation of the Company. He has direct responsibility for the Company Financial Systems, Estimating, Accounts, Procurement, Recruitment and Logistics.
He is extremely client focused, commercially aware and is striving at all times to deliver the high Quality service that clients demand.
Providing the necessary support to all the management team and staff, developing and maintaining the high Quality service to the client at all times, from receipt of commission through to final account.
Company Health and Safety Supervisor
Stephen F. Tombs
Qualifications:
- Chartered Engineer
- Member of Institution of Civil Engineers
- Member Institution of Highways and Transportation
Date of Birth: 12th November, 1945
Formerly Assistant Director (Engineering) for Rochdale M.B.C. .
Forty years experience in Civil and Municipal Engineering and prior to Compulsory Competitive Tendering had overall responsibility for the Highways D.L.O.
He has an understanding of all Health and Safety requirements and legislation as a practicing Civil Engineer and the Manager of an Engineering Department for fifteen years.
He is registered with CITB under the Construction Skills Certification Scheme as a Health and Safety Manager. (Construction)
He has a New Roads and Streetworks Certificate in Monitoring Signing Lighting and Guarding and is competent in all aspects of Temporary Traffic Management for Streetworks.
Employed by J. Cooney Ltd in the role of Health & Safety Manager since 2003.
Quality/Environmental Manager
Geoffrey D. James
Qualifications:

- Diploma in Civil Engineering
- Diploma in Management Studies
Date of Birth: 4th November, 1946
40 years experience in Civil Engineering in both the public and private sectors. Formerly Head of Consultancy Services at Rochdale M.B.C, responsible for Highway Maintenance, Street Lighting, Highway Structures, Highway Improvements, Drainage and Structural Engineers.
Also worked for Manchester City Council, Stoke-on-Trent City Council, Parkman Consultants and the Barber Group. For the latter Company in position of Director.
Experience in designing, implementing and auditing both Quality and Environmental Management Systems for both public and private sector organisations.
Employed by J. Cooney Ltd in the role of Quality/Environmental Manager since 2005.
Site Engineer/Quantity Surveyor
Ian Moss
Qualifications:
- Chartered Engineer
- Member Institution of Civil Engineers
Date of Birth: 8th October, 1945
Originally commenced work in the mining industry as a Surveyor and transferred to the Mersey and Weaver River Authority.
Worked for Salford City Council as an Engineer and then Rochdale Metropolitan Borough Council as a Senior Assistant for five years.
Was invited to join the Casey Group of Rochdale as a Contracts Manager and spent 13 years with the Company laterally as Director of the Civil Engineering Division.
In 1985 set up a small private Civil Engineering Company with a turnover of £500k working mainly for Local Authorities on highway and sewer schemes.
Employed by J. Cooney Limited in the role of Site Engineer/Quantity Surveyor since 2000. Carries out site setting out, estimating, site supervision, quantity surveying and account preparation.
Contracts Manager
Roger Buckley
Qualifications:
- City and Guilds Building Construction
Date of Birth: 21st March, 1967
10 years experience as Project Manager for residential and commercial property development.
Experience in Procurement, Cost Control, Agreement of Accounts and the Management of Sub-Contractors. Responsible for the overall development of projects working to timescales and budgets.
Employed by J.Cooney Limited for since 2003 originally as a Measurement Engineer/Quantity Surveyor and has progressed to the role of Contracts Manager acting as liaison between the sites and Head Office.
