Jim Cooney founded J. Cooney Limited in 1986, originally under the name of Essexcare (Northern) Limited.

He has over 30 years experience in Highway Maintenance, Highway Construction and General Civil Engineering.

He carries out the role of Contracts Manager and Site Supervisor on a day to day basis.

James Cooney has been with the Company for 6 years. The Company sponsored his Civil Engineering qualification and during breaks in his academic years he worked on site and in the office.

He obtained a degree in Civil Engineering in 2000 and has extensive experience in Minor Civil Engineering Projects and Highway Maintenance.

He was appointed as Director in 2002 and is responsible for the day to day operation of the Company. He has direct responsibility for the Company Financial Systems, Estimating, Accounts, Recruitment of Site and Office Personnel, Purchasing, Health and Safety, Plant and Equipment and Training.

He is designated as Company Secretary.

Date of Birth: 12th November, 1945

Formerly Assistant Director (Engineering) for Rochdale M.B.C.

Forty years experience in Civil and Municipal Engineering and prior to Compulsory Competitive Tendering had overall responsibility for the Highways D.L.O.

As a practicing Civil engineer and the Manager of an Engineering Department for 15 years he has an understanding of all Health and Safety requirements and legislation.

He is registered with CITB under the Construction Skills Certification Scheme as a Health and Safety Manager. (Construction) and has a New Roads and Streetworks Certificate in Monitoring Signing, Lighting and Guarding and is competent in all aspects of Temporary Traffic Management for Streetworks.

Date of Birth: 4th November, 1946

40 years experience in Civil Engineering in both the public and private sectors. Formerly Head of Consultancy Services at Rochdale M.B.C., responsible for Highway Maintenance, Street Lighting, Highway Structures, Highway Improvements, Drainage and Structural Engineers.

Also worked for Manchester City Council, Stoke-on-Trent City Council, Parkman Consultants and the Barber Group. For the latter Company in the position of Director.

Experience in designing, implementing and auditing Quality Management Systems for both public and private sector organisations.
